AFL STOP tanking of games by religating the lowest two clubs to their local leagues?

So you are saying if Melbourne were to finish last in AFL and Sandringham were to finish first in VFL, then they would swap? wouldn't make much difference, since Sandy are Melbourne's affiliate club.
