Why is it so difficult to get medical treatment in England and which doctor is competent?

Before the English start being defensive, I KNOW there are worse countries, but my allergy/urtecaria reappeared since moving back to England, I went to the GP who booked me off sick for depression, but because his diagnosis was overuled by Goverment medical examiner I guess that makes him incompetent! I saw him for allergic reaction but he said I must go to the hospital that treated my emergency admissions previously as they have the information. I went to the A&E dept and the doctor asked me how much I had to drink, and he cant treat me unless its an emergency and told me to go back to GP or Boots chemist doctor. At the chemist they said they only treat emergencies and I must go to the Walk in NHS centre, who prescribed me antihistimines but by that time my allergy had subsided as it comes and goes. Why did they shunt me around when I was feeling very ill? Is this the normal procedure?
