What is the best solution against the proliferation of gangs, illegal fraternities and hazing in the community?

I am a police officer here in the Philippines. One of the major problem we are facing right now is the proliferation or the rampant organization/operation of gangs, illegal fraternities which usually victimized minors. These groups engaged in hazing activities and even used as one of their initiation rites. Drugs cannot be set aside. With these, many lives were already destroyed due to early pregnancy and drug addiction. Now we in the Police organization are having a hard time to solve this problems. I myself do believe that prevention is more potent than curing these problems. Thus, I come up with an idea to redirect the attention of these minors to some productive projects so that they wont engage in such hazardous deeds. My question is, what are the police community projects we can use to counter the proliferation of these gangs/fraternities. Take into considerations that more often the members of these gangs came from dysfunctional families and usually in far flung areas of the countries. I wound appreciate any suggestions...
