Should there be a cap on?

The number of players a school can recruit from outside of their own state? i.e. Should we make some rules/regulations concerning the recruitment of high school kids not native to the university's state? This would help prevent schools such as Oklahoma, LSU, Oregon, Washington, Notre Dame, and others from recruiting kids from Texas, California, and Florida programs. I read the other day 50+ players on the OU roster are from Texas, while only 20 something were native Oklahomans, that's not right!!!! Why are they Oklahoma Sooners if the majority of them are Texans? that just doesn't make sense.....shouldn't they be called the University of Texas at Norman instead?????
