Why did John Kerry argue against tax cuts($8 a week for us)?

Last year John Kerry stood on the senate floor and said government was the only entity that could allocate and invest money properly,that Americans and corporations could not be trusted to spend or invest their money wisely or correctly. Does that mean I should give him all my money since I do not know what to do with it?
